一、项目名称：锡岩仙洞及荣桓水库开发
二、项目建设内容：①锡岩仙洞洞内景点开发1000m，改造入出口，洞外园林绿化，修建停车场及配套服务设施；②兴建一座2000M 的锡岩旅游宾馆。③建设荣桓水库休闲垂钓设施。
三、项目建设条件：锡岩仙洞位于国家级风景名胜区南岳衡山七十二峰之一的凤凰峰南麓——衡东县荣桓镇锡岩村。该洞历史悠久，自然奇特，可与桂林芦笛岩、大庸黄龙洞媲美，东距炎帝陵90公里、西距南岳80公里，南距衡阳80公里，与罗荣桓元帅故居、铜像广场比邻。在荣桓故居与锡岩仙洞之间的荣桓水库，风景宜人。锡岩仙洞、荣桓水库、罗荣桓故居和荣桓铜像广场连在相距不到4公里的旅游线上，开发潜力巨大。
四、项目总投资：2000万元。
五、合作方式及年限：独资或合作开发，合作年限30年。
六、项目前期工作情况及预计投资回收期：该项目完成初期勘测和规划工作及可行性论证与分析，基础建设已有一定规模，已被列为湖南省级风景名胜区。投资回收期约6年。
 七、经济效益：年利润1000万元以上。

(Ⅰ)Name of the Item:The Development of Xiyan Fairy Cave and Ronghuan Reservior
(Ⅱ)Details of the Item:①To develop a length of 1000 metres inside the Xiyan Fairy Cave,to remake the entrance gate,to plant more trees and pave more grass outside the cave,to build a parking lot and other accessory service equipment.②To build a 2000-square-metre hotel.③Set up a spot for relaxation and fishing in Ronghuan Reservior.
(Ⅲ)Advantages of the Item:Xiyan Cave is located in Xiyan village ,Ronghuan Town, Hengdong County.At the southern foot of Fenghuang Mountain--one of the 72 Nanyue Hengshan Mountains, a famous national place of interest.The wonderful cave ,whose beauty can compare with that of Ludiyan Cave in Guilin and Huanglong Cave in Dayun,enjoys a long history and beautiful natural scene.90 km away on the east lies the Yandi Tomb and 80 kilometres away on the west lies Nanyue,.Hengyang ,on the south of it,80 kilometres away.The former residence of Marshal Luoronghuan the Marshal Bronze Statue Square and it neighbours.. away from it. Between the marshal's former residence and Xiyan Cave,Ronghuan Reservior has a pleasant view. Xiyan Cave ,Ronghuan Reservior, the former residence of marshal Luo Rongshuan and the Marshal Bronze Statue Square lie in the same tour line within 4km.It enjoys obvious developing potential.

(Ⅵ) Present Situation and estimated period of investment Recovery:We have already finished its earlier survey and design and the practical analysis and proof are also completed.Basic construction has taken a certain scale.It is approved as an interest place of provincial degree in Hunan.Its investment reward period is hopeful within 6 years or so.
(Ⅶ)Item Benefit:The annual profit is hopeful to reach over 10 million yuan.
