县城西区开发

一、项目名称：县城西区综合开发工程
二、项目内容：扩建县城西区，新建衡东西大桥，改善县区交通条件，建成集商贸、居住、休闲、旅游于一体的综合小区。
三、项目简介：按照总体规划布局，县城西区综合开发用地总规模为2.3KM。主要建设项目有：①新建衡东西大桥，规划从衡岳西路由东向西修建一座公路大桥，横跨洣河，将县城中心与西区连接起来。大桥主桥500m，引桥300m，桥面宽度15m。②建设河东滨江大道。结合防洪堤与河滩生态绿地的特点，修建一条堤、路、街相结合的滨江大道，建成一个集商贸、居住、旅游为一体的带型综合小区。③“五通一平”工程。按照先地下、后地上、先道路、给排水、供电设施，后房屋建设的原则，完成整个西区2.3KM“五通一平”工程，其中填挖土方49万 M，硬化路面57.3万M，铺建供水主管道12.57km，修建排污下水道35.7km，架设高压电杆线17km，安装路灯1385盏（含2盏高架灯）。同时完善西区绿化、邮电通讯、有线电视等配套设施。工程总投资为24700万元。通过综合开发，整个西区可提供出让土地面积167.38公顷。经出让和公开拍卖，平均按300元/M 出让价计算，可获土地出让金达50200万元，除去投资可增值12800万元。

(Ⅰ)Item Name: Comprehensive Development Program of the West District of Hengdong County seat.
(Ⅱ)Contents of the Item: Expanding the West District of Hengdong County Seat; Building a West Bridge to improve the present traffic conditions of the county seat and to make it another district of trade, residence, entertainment relaxation and tourism.
(Ⅲ) introduction to the Item: The total area to be developed is 2.3 square km according the general design the item includes the following main items:①Building The Hengdong West Bridge,We plan to build a bridge over the Mi River connecting the west district with the center of our county seat by Hengyue West Road.The bridge is estimated to be 15 metres wide, 500 metres long with a length 300-meter bridge approach ,②Building a broad riverside road in the east district,The Broadway will not only be a road, a pavement but also a bank with the function of blood preventing and beautification to the green environment. We will make it another District of trade, residence, entertainment relaxation and tourism here.③Building the Baisc Facility Program, We will carry out the following developing principle of “under ground first, over ground behind; road, water, electricity first, house building behind”. We will dig and move earth 490,000 cubic meters, build road with cement 573,000 square meters, pave water-carrying tube 42,57 km, build underground sewage treatment ditch 35.7 km, erect high voltage power transmission line 17 km,erect 1385 road lamps(including two especially high-erected lamps).At the same time we’ll pave grass and plant trees, set up telecommunicating facilities and TV signal line and other accessories. The whole item investment is estimated to be 247 million yuan.
After the first-stage development, The west district is able to offer an land of 167.38 hectare for sell, and it will bring in a big sum of money amount to 50.2 million yuan by selling the land at the price of 300 yuan/㎡ on average.128 million yuan is made excluding the investment.
